What is Obra Negosyo Eskwela?
The ONE CEBU is a collaboration of Province of Cebu MSME Council, the Mandaue Chamber of Commerce and Industry and some participating Cebu-based Universities and Colleges offering business and management courses. The overarching goal of the program is the development of countryside micro enterprises through the collaborative interventions of the participants.
The partnership is primarily aimed at partnering selected existing country-side micro enterprises of the Province of Cebu with student teams from the different participating Cebu-based Universities and Colleges where the micro -entrepreneurs shall be assisted by the student teams in planning and organizing the enterprises’ operations and processes, marketing and financial concerns, among others.
The basic deliverable for this project is the enterprise business plan that will help develop the business under study. The student teams are expected to prepare and submit the business plan as a result of a series of on-site visits and consultations with the partner-entrepreneurs and mentors from the MCCI.
Specifically, the students are expected to study the existing operations, research on and deliberate with the entrepreneurs the possible ways by which the financial grant may improve the viability, operations, marketing and financial posture of the business.
The central idea is to integrate growth and expansion opportunities with a grant funding of PhP 100,000.00 for infusion in the enterprise. The business plan shall detail the ways by which the enterprise shall be developed through the grant.
What is its significance?
The Philippine government promotes entrepreneurship as embodied in RA 9501, otherwise known as the “Magna Carta for Micro, Small and Medium Enterprises (MSMEs). In its declaration of policy, the law articulates that the “State shall recognize the specific needs of the MSMEs and shall undertake to promote entrepreneurship, support entrepreneurs, encourage the establishments of MSMEs and ensure their continuing viability and growth and thereby attain countryside industrialization…”
The discipline of entrepreneurship as a subject or a degree is offered by universities and colleges offering business and management courses. Most of these courses complement the classroom learning method with the “practicum” or the “on-the-job” experience which allow students the opportunities to be immersed and to observe real world business operations.
Encouraging country-side entrepreneurship is one of the major thrusts of the current administration of the Province of Cebu. Similarly, the Mandaue Chamber of Commerce and Industry has one of its corporate social responsibility projects extending assistance to micro and small entrepreneurs.
The partnerships between the various participating universities and the selected countryside entrepreneurs are to benefit all parties. The students shall be exposed to, and allowed to act as consultants to the partner-entrepreneurs and in the process learn from the interaction with the entrepreneurs, the local government representatives, their MCCI mentors and their faculty coaches. Likewise the entrepreneurs shall enjoy the assistance of the students, and indirectly the assistance from the students’ mentors and faculty coaches. The school-enterprise partnerships shall likewise profit from the technical assistance and support from the Province of Cebu MSME Council and the Mandaue Chamber of Commerce and Industry.
