June 7, 2024 | Mandaue City, Cebu Province, and Russia
The Mandaue Chamber of Commerce and Industry (MCCI) headquartered in Mandaue City, Cebu Province, and Saint-Petersburg Chamber of Commerce and Industry in Russia entered into an Agreement of Cooperation on June 4, 2024, in Saint-Petersburg, Russia, signaling an increased trade and coordination in economic, scientific, and technical areas between the two business organizations.

The agreement specifies that both chambers will assist each other and their members by establishing linkages, organizing trade missions, providing support in business meetings and negotiations, participating in fairs and exhibitions, and establishing trade houses and representative offices of companies.
At the same time, it indicates that both chambers will exchange commercial and investment officers and adopt necessary measures to assist each other’s members in foreign trade contracts implementation.
Also on the same day, the Mandaue Chamber and the Union “Moscow Chamber of Commerce and Industry” signed a Memorandum of Understanding (MOU) with the common objective of developing the economies of Mandaue City, Cebu Province, and Moscow, Russia, in the areas of trade, tourism, agriculture, innovation, investment, technology, and business relations.

Both chambers agreed to share information about international and specialized exhibitions, fairs, seminars, and other business events; provide mutual assistance in organizing similar events; and conduct trade and economic missions.
During the signing of the agreements, the Mandaue Chamber was represented by President Mark Anthony Ynoc; the Saint-Petersburg Chamber by President Vladimir Katenev; and the Moscow Chamber by President Vladimir M. Platonov.
The two significant occasions are among the highlights of the visit of Cebu Governor Gwendolyn Garcia who left for Russia on Friday, May 31, 2024, to renew the sisterhood agreement between Cebu Province and St. Petersburg and speak at the Petersburg International Economic Forum. Mr. Ynoc, former MCCI Board of Trustee Beverly Dayanan, and MCCI Executive Director Marlene Bedia joined the governor’s entourage.
“We are very appreciative and privileged that soon these two agreements will build the bridges we need for our people to connect and for our businesses to expand and develop,” said Governor Garcia following the signing of the two agreements.
She emphasized the good quality membership of the Mandaue Chamber whose members are engaged in various industries, including manufacturing, processing, real estate development, and food production. She added how the Cebu Provincial Government has worked closely with the Mandaue Chamber in several programs dedicated to helping micro-entrepreneurs and business students.
Governor Garcia also encouraged the representatives of the Saint-Petersburg Chamber and the Moscow Chamber to not just engage in business-to-business contact with the Mandaue Chamber but also in public-private partnership with the Cebu Province.
Mr. Ynoc, who described the signing of the two agreements as a milestone for the Mandaue Chamber, said, “We are grateful for this opportunity to be partners in business growth and development with two esteemed business chambers in Russia. These only boost the MCCI advantage of helping our members build their international networks. We are excited at the possibilities we can contribute to the growth of our members’ businesses through this milestone.”

He added that the Mandaue Chamber is looking forward to working closely with the two organizations in various areas of business and in diverse capacities.
